To continue its ongoing support of districts and schools to improve instructional practice and student performance, State Support Team 11 (SST11) has added six new staff members to assist in providing professional development, coaching, and technical assistance.
Dr. Morgan Fagnani brings 11 years of experience in education to her role as a consultant, with a primary focus on school improvement and regional data. Throughout her career, she has held various positions including middle childhood general education teacher, intervention specialist, and chief academic officer in Madison-Plains Local Schools, Reynoldsburg City Schools, and Triad Local Schools.
Morgan earned her Bachelor’s degree from The Ohio State University and continued her education at Ashland University, where she obtained her Master’s and Doctoral Degrees. In her free time, she enjoys outdoor activities such as hiking and kayaking, as well as traveling and spending quality time with her friends and family. Driven by her passion for leveraging data to inform decision-making at the district, building, and classroom levels, Morgan eagerly joins SST11, recognizing their unwavering commitment to enhancing education outcomes for all students. Talia Williams will serve SST11 as a consultant with a primary focus on providing support to districts, schools, and teachers in special education service delivery and compliance, and continuous improvement and MTSS. Talia has worked in education for 21 years where she served as an Intervention Specialist, Special Education Coordinator, and Director of Student Services in Ohio, and as an Assistant Director of Special Education in Florida.
She completed her formal education at the University of Toledo where she earned a Bachelor's and a Master's degree in special education and the University of Akron where she earned a Master's degree in Educational Administration. She is currently completing her PhD in Developmental Psychology at Walden University. Talia is passionate about special education and making sure all students succeed at high levels. Barry Bay joins SST-11 with 43 years of prior experience in education, the last 36 years in the Hilliard City Schools, 29 as a building-level administrator; most recently, 12 years as a middle school principal. He was also a high school math teacher and coach in both the Hilliard and Chillicothe City Schools. He likes to work collaboratively and develop processes to achieve team and individual goals.
Barry received his Bachelor’s Degree from Heidelberg College and Master’s Degree from The Ohio State University. He enjoys spending time with his wife and three children, as well as, watching all kinds of sports, exercising, and family vacations. Susan Webb is returning from Texas to Ohio for her 23rd year of working in education. Her role as a consultant will focus on supporting schools in the areas of PBIS and Special Education. Prior to joining SST11, Susan worked in Abilene, Texas where she served as the District Mental Health Coordinator, a behavior coordinator, an assistant principal, and an administrator for special programming. She also previously served as a special educator with Kenton County Schools in Kentucky focusing on students with behavioral or mental health challenges. While there, she was a co-creator of the Kenton Targeted Alternative Program providing support for students with mental health needs.
Susan completed her formal education at Xavier University in Cincinnati, OH where she received her M.Ed. in Secondary English Education as well as completing her Educational Administration and Special Education, Mild/Moderate Interventionist certifications. When not working, she still enjoys dabbling in her pre-education career as an actress and performing with community theatre groups or listening to her daughter Abby play her sousaphone with the OWU Marching Bishops and tuba with the Symphonic Wind Ensemble. Jessica Jackson will serve SST 11 as the Regional Early Literacy Specialist. Her primary focus will be supporting the districts and schools in the region in early literacy and fulfilling the Ohio Dyslexia Law requirements. Prior to joining the SST 11 team, she served as a literacy coach and a reading interventionist. As a literacy coach, she supported teachers through job-embedded professional development, analyzed student data, and selected literacy curriculum to address areas of deficiency. As a reading interventionist, Jessica provided tier two and interventions to first and third-graders in the Cleveland Metropolitan School District. She is honored to have had the opportunity to positively impact public, private, and charter schools in and out of the state of Ohio.
Jessica earned a master's in early childhood education from Ursuline College and an education specialist degree in Educational Leadership from Bowling Green State University. She enjoys giving manicures to her family and friends, traveling, and cooking in her spare time. She can be reached here:

Rhedeshia Young-Willingham joins the SST11 with a focus on promoting equitable access and provision of career-technical education for students with disabilities. She comes from the Office of Career-Technical Education of the Ohio Department of Education supporting high-quality career programs and bringing enthusiasm and passion for students receiving the benefits of a robust education.
Rhedeshia completed her bachelor’s degree at Wilberforce University and a master’s degree at Indiana Wesleyan University in Organizational Leadership. As an Education Program Specialist, she worked with administrators on data analysis and developing plans to enhance and improve current programs of study.
