A Multi-Tiered System of Supports (MTSS) is a systemic, continuous-improvement framework in which data-based problem solving and decision-making are practiced across all levels of the educational system for supporting students. MTSS helps educators be thoughtful about using resources appropriately and impactfully, and use data to continually monitor and improve the effectiveness of their actions. MTSS makes the district-wide system more effective and ensures the needs of all students are being supported.
There are six main elements of MTSS:
- Multiple tiers of instruction, intervention, and support. Includes learning standards and behavioral expectations
- Problem-solving process
- Data evaluation
- Communication and collaboration
- Capacity building infrastructure
- Leadership
